A minister without portfolio is a government minister with no specific responsibilities and a minister who does not head a particular ministry. While they may not head any particular office or ministry, they still have the right to cast a vote in cabinet decisions, and sit on the Privy Council. They are assigned to policy areas of the Prime Minister's choosing such as foreign diplomacy, space programs, public health or others.
