Citizenship Renunciation Act 2017


[Passed 6-0. Royal Assent: May 31st, 2017]

An Act to provide for a process for citizens of the Realm to renounce their citizenship, to provide for criteria when a citizenship may be terminated, and for other purposes.

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:

1. SHORT TITLE

This Act may be cited for all purposes as “Citizenship Renunciation Act.”

2. PROCESS FOR CITIZENS TO RENOUNCE THEIR CITIZENSHIP

A. If a lawfully-initiated citizen of the Kingdom of Scone wishes to renounce their citizenship, they should contact the Home Secretary and inform them of their intent to renounce their citizenship.

B. Upon receipt of a valid request from a citizen to renounce their citizenship, the Home Secretary shall inform the Prime Minister, and then shall make a public proclamation in the Tartannac Gazette that this individual has renounced their citizenship in the Kingdom of Scone.

C. After the notice is published, the Prime Minister or relevant citizen-only group administrator shall then remove the individual who has renounced their citizenship from any citizen-only Kingdom groups.

D. A former citizen who has renounced their citizenship may re-apply to become a citizen again by contacting the Home Office or Prime Minister. An individual who has previously been a citizen may be made a citizen again without going through the Ward in Chancery process outlined by the Enrollments Act 2014.

3. CIRCUMSTANCES IN WHICH CITIZENS HAVE BEEN DEEMED TO RENOUNCE THEIR CITIZENSHIP


A. Whenever a citizen of the Kingdom of Scone shall voluntarily remove themselves from the Hound & Quarry and the Parliament Group, they shall have been deemed to have renounced their Sconnish Citizenship.

B. Upon notification that an individual has removed themselves from these groups, the Home Secretary shall publish a notice in the Tartannac Gazette of the renouncement of citizenship and the Prime Minister or relevant citizen-only group administrator shall remove that individual from any citizen-only Kingdom groups.

C. Whenever a citizen has removed themselves from the groups indicated above, the Home Secretary will make efforts to contact that citizen to notify them of the effects on their citizenship and give them a week to reply before removing the citizen from the rolls.

4. EFFECTS OF RENUNCIATION OF CITIZENSHIP

A. After an individual has renounced their citizenship, they shall immediately be removed from any positions they held within the Kingdom of Scone, including any royal appointments.

B. All peerages and honors conferred by the Sovereign shall cease to exist though the Sovereign may, at his discretion, confer again any honors which may be conferred on non-citizens.

C. At the moment of renunciation of citizenship, that individual shall no longer enjoy the right to have a seat, voice, and vote in Parliament.

D. If an individual who previously renounced citizenship later re-applies to be a citizen, they shall not be automatically entitled to a restoration of their previous peerages, honors, or other titles upon their return.

5. COMMENCEMENT

This legislation and all the provisions therein shall come into force upon receiving the Royal Assent.
