THE ROYAL TREASURY ACT 2021

[Passed 10-3, Royal Assent: September 26, 2021]

An Act to Establish the Royal Sconnish Treasury

Section 1. Be it enacted by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows, That there shall be a Department of Treasury, in which shall be the following officers, namely: a Secretary of the Treasury, to be deemed head of the department and held by the Prime Minister Jointly; and a Treasurer appointed by the Government, but serving independently.

Section 2. it shall be the duty of the Secretary of the Treasury to collect any donations to the Kingdom of Scone, Set up accounts and keep an accurate record of donations and expenses on behalf of the Kingdom of Scone.

Section 3. That it shall be the duty of the Treasurer to superintend the adjustment and preservation of the public accounts; to examine all accounts settled by the Secretary, and certify the balances arising thereon to the Register; to countersign all warrants drawn by the Secretary, which shall be warranted by law; to report to the Secretary the official forms of all papers to be issued in the different offices for collecting the donations. They shall moreover provide for the regular and punctual payment of all monies which may be collected and shall serve independently of the Secretary. They are to act as a counterbalance to the Secretary.

Section 4. That whenever the Secretary shall leave a vacancy in the office of Secretary, the Treasurer shall, during the vacancy, have the charge and custody of the records, books, and papers appertaining to the said office.

Section 5. Between the transitions of government or members serving as Treasurer and/or Secretary, they shall meet to turn over all relevant documents, passwords, registers etc. This must happen within 5 days.

Section 6. At every PMQs and MQTs a standard question- herein referred to as “Question 1” shall be asked which shall have the Secretary and Treasurer, during their respective times, give the most up to date financial report of Scone. Even if there is no change between reports.

Section 7. That no person appointed to any office instituted by this Act, shall directly or indirectly be concerned or interested in carrying on the business of trade or commerce within Scone

Section 8. that the Government shall NOT take into account the fact that any citizen has donated to the Treasury when making recommendations for honours to the Sovereign.

Section 9. COMMENCEMENT. This legislation and all the provisions therein shall come into force upon receiving the Royal Assent.

SECTION 10. No more than one year after its commencement, this legislation, all provisions therein, and its effects shall be subject to thorough review by the Government, Treaurer, and Parliament, allowing for possible amendments, necessary for the proper and transparent functioning of the Department of Treasury. For this purpose, both the Secretary of the Treasury and the Treasurer will submit a written evaluation on the functioning of the Department of Treasury to Parliament at the time of review.
